Abstract
New Zealand Community Probation Service, a service within the Department of Corrections has just implemented Integrated Offender Management. Integrated Offender Management is a new way of dealing with offenders using systems designed in house based on best practice from around the world including New Zealand.
This has created a major challenge for the Community Probation Service as we have implemented this business change whilst continuing to operate business as usual. It has represented a major investment in training, development, risk management and change management. For some staff this has represented an exciting opportunity and provided structure they wanted, for other staff this has represented a challenge / constraint on their professionalism.
This will address, the what of IOM, the how of implementation and in particular how we've addressed the change management, including dealing with the concerns of staff on aspects of the model including alignment with professional practice.
