Abstract
There is a certain amount of pessimism among retailers about the possibility of apprehending thieves, the value of apprehension as a deterrent to reoffending, or the cost effectiveness of prosecution. An on the spot warning system for first offenders has been trialed in New South Wales and Victoria as an alternative, with some promising results.
