Abstract
This chapter briefly describes the juvenile justice system in Victoria, including some of the relevant trends and developments. Carroll identifies his concerns about family group conferences in the light of this. He sets out the major shortcomings of the Victorian system and problems which need to be resolved. He concludes by discussing whether family group conferences address these issues.
