Abstract
In November 1983 agents of the Australian Secret Intelligence Service were apprehended by police at the Sheraton Hotel in Melbourne in the middle of an unsuccessful training exercise. The incident caused distress to a number of unwitting individuals and embarrassed the security agency. A subsequent Royal Commission inquiry made recommendations for review and scrutiny of the activities of security agencies.
