Abstract
The paper outlines the response of Community Services Victoria (CSV) to AIDS issues, in particular within Youth Training Centres. The authors trace the HIV policy development process, examine issues which have been especially hard to deal with, and look at what needs to happen next. CSV's approach is in accordance with "new public health" principles, which highlight the importance of advocacy and education.
