Abstract
Serious fraud is generally masterminded by highly intelligent offenders and is difficult to detect, costly to investigate and requires great skill to prosecute. After assessing the obstacles to fighting fraud and the responses available to deal with serious offences, Zervos recommends that a Serious Fraud Office be established in Australia with investigative, prosecutorial, educative and preventative functions. An Office equipped with these responsibilities would do much to reduce the social problem of fraud as well as the crime.
