Abstract
Bonnemaison outlines reasons for the rise in urban crime and points to the need to supplement law enforcement with a strengthened prevention approach. The successful crime prevention policy which France has been implementing for a number of years hinges on three essential principles: emphasis on the local dimension; partnership at both the local and national levels; and contracting with the state. Bonnemaison discusses these principles and stresses the importance of international cooperation in crime prevention. (Paper translated from French)
