Abstract
This paper compares three different styles of crime control that have prevailed in the police departments of Los Angeles, Minneapolis and Houston. Hazlehurst suggests crime prevention strategies should be considered in the context of the simple equation: ability plus opportunity plus desire equals crime. Key elements to effective prevention include: making prevention relevant; using a holistic approach; involving community based organisations; effective communication; social skills training; and developing a comprehensive approach.
