Abstract
This paper extends the "New Federalism" position, arguing that a change in the roles of Federal, State and local governments is necessary to ensure adequate and effective crime prevention. This framework should be structured around integrated and planned measures, and encompass the crime prevention functions of all aspects of social policy and programs, as well as targeted crime prevention measures.
