Abstract
There are two basic avenues that public policy can follow to address the problem of crime among the new youth underclass. One is a positive, developmental approach that addresses directly the central issues of employment, education and training. The second, which Polk describes as a "non solution" is to attempt to control the symptoms of youth discontent through the mechanisms of juvenile justice. Polk considers how these approaches should be utilised in formulating juvenile justice policies.
