Abstract
The outcome of recent reviews of juvenile justice has resulted in a shift from rehabilitation and welfare to an emphasis on the offence and deserved punishment. In light of this, Warner discusses the main developments in police procedures and investigation; police cautioning rather than panels; and children's courts procedures, which emphasise comprehension, participation and legal representation.
