Abstract
The authors examine Tasmania's Environment Protection Act which imposes obligation on operators to either ensure that pollution does not occur or that point source emission standards are not exceeded. New legislation which is expected to commence in 1995 includes a variety of enforcement mechanisms, which reflect the changing demands on environmental regulators. These include civil enforcement measures; incentives; government endorsement of environmental performance as an asset; and transferable pollution rights.
