Abstract

Governments throughout the developed world have found that considerable benefits can be derived from delivering services electronically. This paper examines how these developments can be put to improper use and how the growing use of computer technologies by government agencies will create additional risks of illegal and fraudulent conduct in the future. A variety of solutions to the problem, many of which also make use of computers, are described.
