This is the third in a series of reports undertaken for the Australian Criminal Intelligence Commission estimating the cost of serious and organised crime. It updates and improves on the methodology used in the previous report, which estimated the cost of organised crime in 2016–17. As with the previous research, this report considers the direct and consequential costs of serious and organised crime in Australia, as well as the costs to government entities, businesses and individuals associated with preventing and responding to serious and organised crime. While the current estimates were undertaken during the COVID-19 pandemic and may reflect changes in criminality resulting from the pandemic, the full economic impact of serious and organised criminal offending committed during the pandemic will not be known for some time. An accompanying report assesses the practical and legal considerations that need to be taken into account when adopting AVL technologies in the criminal courts (Smith, Savage &amp; Emami 2021). In 2017, 196 criminal cases in the largest states were observed by AIC researchers in person for the purposes of documenting the operation of systems in practice. Although there is some variability in the maturity of AVL systems in different jurisdictions, it is clear that they now occupy a central role in the administration of criminal justice throughout Australia—particularly since the onset of the pandemic. AVL technologies have enabled courts to take oral evidence from witnesses and litigants in different geographical locations, reducing the need to travel long distances and minimising the time, administrative costs and health risks associated with attending court in person.</p> <p>In 2016 the AIC commenced a project to document the extent to which AVL technologies are used in criminal courts in Australia, as well as the types and prevalence of AVL technologies used and the technological, administrative and procedural issues associated with their use in terms of fairness, openness, legality and natural justice. This report assesses the practical and legal considerations that need to be taken into account when adopting AVL technologies in the criminal courts and concludes by identifying best practice initiatives for the adoption of AVL technologies in Australia. A survey was administered to a sample of 11,840 adults drawn from two online panels—one using probability sampling and the other non-probability sampling—with the resulting data weighted to better reflect the distribution of the wider Australian population.</p> <p>Thirty-four percent of respondents had experienced some form of pure cybercrime, with 14 percent being victimised in the last 12 months. This is equivalent to nearly 6.7 million Australian adults having ever been the victim of pure cybercrime, and 2.8 million Australians being victimised in the past year.</p> <p>Drawing on these population estimates, the total economic impact of pure cybercrime in 2019 was approximately $3.5b. This encompasses $1.9b in money directly lost by victims, $597m spent dealing with the consequences of victimisation, and $1.4b spent on prevention costs. Protecting individuals’ personal identification information and finding secure ways to verify identities has become an increased priority as the impact of identity crime continues to grow in Australia and worldwide. Biometric technologies for identity verification provide an enhanced security solution, although implementation of biometric systems within Australian society has met with varying degrees of acceptance. Since 2013, the Australian Institute of Criminology (AIC) has conducted online surveys to gain a greater understanding of identity crime and misuse in Australia. These surveys have asked about respondents’ experience of identity crime and also their previous use of, and future willingness to use, biometric technologies to safeguard their personal information. It summarises the general influence of the internet or remote intrusions on contemporary frauds and allied corporate/ organised crimes against individuals, businesses and government, using plausibly reliable data from Australia and the United Kingdom as indicative of more general trends. The report identifies some novel crime types and methodologies arising during the COVID-19 pandemic of 2020 that were not seen in previous pandemics. These changes may result from public health measures taken in response to COVID-19, the current state of technologies and the activities of law enforcement and regulatory guardians. The report notes that many frauds occur whatever the state of the economy, but that some specific frauds occur during pandemics, especially online fraud. Similarly, some previously occurring frauds are revealed by economic crises, while frauds arising from and causing insolvencies are stimulated by economic crises. The report concludes with a discussion of the policy implications for prevention, resilience and for private and public policing and criminal justice in Australia. Identity crime is one of the most prevalent forms of criminal activity in Australia and can have severe and lasting consequences for victims. In 2019, nearly 10,000 people from across Australia were surveyed about their experience of victimisation over their lifetime and during the preceding 12 months. The survey results for 2019 are compared with those of the 2018 identity crime survey.</p> <p>The 2019 survey found 25 percent of respondents had experienced misuse of their personal information at some time during their life, with nearly 12 percent experiencing it in the previous 12 months. Eighty percent of these identity crime victims also reported a financial loss as a result. The average amount lost in 2019 ($3,916) was noticeably larger than in 2018 ($2,234). The Australian Government is committed to reducing the impact of fraud against Commonwealth entities. The Australian Institute of Criminology has been conducting a Commonwealth Fraud Census since 2006, following on from the data collection established by the Attorney-General’s Department in 1995.</p> <p>This Statistical Report presents the findings of the most recent annual census of fraud against Commonwealth entities and the measures taken to prevent fraud. It highlights the substantial cost of fraud to the Commonwealth, from both internal and external sources targeting Commonwealth monies or resources.
