This is a paper submitted to the Victorian Government Board of Inquiry into Casinos. It provides a history of gambling and discusses the question of legalising casinos in Australia, moral issues, and the pathology of gambling. It discusses the function of law to control gambling and casinos, as well as the economics of gambling. Options on how to respond to a public demand for legal casinos include no legalisation, legalisation in the form of clubs with restricted membership and government controls, legalisation with government ownership and open access, or a combination of legalisation in the forms of clubs with restricted membership and government ownership with open access. Recommends the Victorian Government learns from the experience of other jurisdictions.
