Foreword | Online fraud occurs when an individual or a business responds in some manner to an unsolicited invitation received via the internet and suffers financial or other detrimental effects as a result. In 2010–11, the Australian Bureau of Statistics (2012) found that over 1.2 million Australians (6.7% of the population aged 15 years and over) had been a victim of personal fraud, losing approximately $1.4b in the preceding 12 months. More than half of these victims (55.7%) were contacted via the internet or email (online victimisation).

Foreword | As part of a global effort to fight mass-marketed consumer scams, each year consumer protection agencies in 33 western countries participate in a month of fraud prevention activities to raise awareness of the problem and to provide advice to consumers on how to avoid being victimised. In Australia and New Zealand, 19 government agencies comprise the Australasian Consumer Fraud Taskforce (ACFT), which conducted a campaign in March 2007 with the theme 'Scams target you - protect yourself'.

Risks of money laundering and the financing of terrorism arising from alternative remittance systems
The events of 11 September 2001 have heightened interest in ensuring that all sectors of the financial system are not misused either by criminal or terrorist groups. In addition to conventional banks, money and value can be transferred by alternative remittance providers who have, until recently, not been closely regulated. Regulators are concerned that the informal nature of these businesses may lead to their use by terrorist groups and other criminals.

Action research is a technique designed to actively bring about change in a situation while researching the change as it occurs. It is a deliberately interventionist strategy which stands in contrast to observational and experimental studies, neither of which may have any direct impact on the situation in practical application. Foreword | Confidence in the criminal justice system has emerged as a critical issue at the interface of the administration of justice and political pressures in western democracies. For more than a decade, governments in the West have felt acute pressure to make the criminal justice system more relevant, more transparent and more accountable. The 'crisis of confidence', particularly in judges and sentencing, has led to a range of high profile policy announcements seeking to 'modernise' the criminal justice system.
Crime prevention partnerships are often beneficial, but relationships between different agencies can affect success (see CRM no. 49). Even when partnerships are successful, there is often some form of tension in the relationship. Cohen and Gould (2003) refer to this as turf wars. The turf can include resources, time, recognition for work or funding, and tension can exist on many levels: between members and lead agencies, between individual agency representatives and the partnership, and between individual members of the partnership.

Foreword | The use of private security in crime prevention and law enforcement activities has grown to a point where security personnel outnumber police by more than two-to-one. This paper examines the size and scope of the security industry both locally and internationally. Using ABS census data, it provides a detailed and up-to-date picture of the security industry and makes key comparisons with police. Findings show that in Australia in 2006, there were 52,768 personnel employed full-time in the security industry, compared with 44,898 police.
