This has been influenced by, and led to, an influx of domestic violence typologies that have attempted to identify differences between groups of offenders and victims based on factors ranging from physiological reactions to specific stimuli through to historical experiences of violence and abuse.

Foreword | Youth offenders are complex and challenging for policymakers and practitioners alike and face high risks for long-term disadvantage and social marginalisation. In many cases, this marginalisation from the mainstream begins in early life, particularly in the classroom, where they have difficulty both with language/literacy tasks and with the interpersonal demands of the classroom.

Foreword | Online child pornography is an unintended aspect of the widespread adoption of information and communications technologies. Child pornography involves the sexual abuse of children on a global basis. It appears that a once limited trade has seen remarkable growth, with the potential to intrude into the homes and workplaces of all those connected to the internet. Occasionally, exposure to this form of pornography may be unintended, but in most cases it is deliberately sought out, retained and traded worldwide.

Ever since human beings began to claim ownership over property, other human beings have sought to take it from them. In the past quarter of a century, with the arrival of digital technology, both property and theft have taken on new forms.

Money, music, text and video are now commonly stored and transferred electronically in the form of a long series of zeroes and ones. And they can be stolen with a laptop computer from one's bedroom.

Foreword | Correctional rehabilitation programs are routinely offered to moderate to high-risk offenders in all Australian jurisdictions. The similarities in service provision between states and territories is great; most, if not all, offer programs that are dedicated towards reducing risk in sexual and violent offenders, as well as addressing more general causes of offending. This paper describes some of the changes that have occurred to service provision since the last national review of offenders programs was conducted in 2004.

In recent years, electronic-based transactions have increased considerably in countries such as Australia, the United States and the United Kingdom. This is not surprising due to the reduced cost and increased speed of internet-based transactions in comparison with bricks-and-mortar-based transactions.

Reducing the rate of self-inflicted deaths in prison has long been a priority for correctional agencies across Australia and internationally. The rate of self-inflicted deaths in the prison population greatly exceeds that of self-inflicted deaths in the community; prisoners represent a particularly vulnerable and high-risk group for suicide. This paper updates Dalton’s (1999) national overview of self-inflicted deaths, which analysed data from the Australian Institute of Criminology’s (AIC) National Deaths in Custody Program (NDICP) for the period 1980–1998.

Foreword | In recent years there has been increasing concern about the prevalence of drug driving in Australia. Over the past four years, the majority of Australian states have introduced legislation that makes it an offence to drive with the presence of a range of drugs in the blood or saliva. Using data from the Drug Use Monitoring in Australia (DUMA) program, this paper examines the prevalence of drug driving among a sample of police detainees in key sites in 2005 and 2006.

Foreword | Across the spectrum of operational policing activities, one situation that poses a degree of risk to community safety is when an alleged offender chooses to flee in a vehicle. In the worst case, the offender, police members or other bystanders may be injured or killed. Every motor vehicle pursuit that ends in a death is a tragedy and one that impacts not only on the families and friends of the deceased, but also on the police members involved in the incident.

Foreword | Modern corrections practice requires an assessment of the risk of reoffending on at least two levels. First, risk assessments are necessary to decide which offenders should be targeted for rehabilitation. Second, risk assessment is necessary to deal with the increasing demand by the public and politicians that offenders who are at a high risk of reoffending, especially violent and sexual offending, should not be released prematurely. This paper reports on a risk assessment tool that has been developed specifically for Indigenous offenders.
